Citing his own sources, Palabrica saidthe price of rice has dropped to as low as P7 a kilo and this could furthersink this rice harvest season. According to Sangguniang Panlalawiganmember Matt Palabrica, NFA itself announced it was ready to buy palay (should be clean and dry with 14percent moisture content and 95 purity) from local farmers at the followingmaximum prices: P20.40/kg for individual farmer and P20.70/kg forcooperatives/organizations. While farmers have blamed the RiceTariffication Law (RTL) for the drop of palayprices to as low as P6 to P10 per kilo, he noted that hoarders have manipulatedrice prices. The stations are in four points only:the NFA main office in Jaro, Iloilo City and in the municipalities of Dumangas,Pototan and San Dionisio. “It is much better if NFA has buyingstations in all municipalities. This way it could reach out to a lot offarmers, especially those who have difficulty transporting their produce,” saidPalabrica. Dar said he has formed a CrisisManagement Task Force on Rice to facilitate implementation of identifiedmeasures in relation to the drop of palayprices, and other appropriate measures. ILOILO – To help farmers overcome thedeluge of imported rice that has caused prices to drop, the National FoodAuthority (NFA) has been urged to set up palaybuying stations in each town of the province. He also tasked the grains agency tofocus and intensify palay-buying inareas where prices are low. “Maynagsasamantala and we will apply the full force ofthe law,” he stressed./PN Local governments may also subsidizefarmers and buy palay from them, headded. But there’s a problem, said Palabrica.NFA does not have many palay buyingstations in the province. Dar also divulged that the Departmentof Agriculture (DA) will be forging a memorandum of agreement with theDepartment of Social Welfare and Development (DSWD) to buy NFA rice to be givento Pantawid Pamilyang Pilipino Program (4P) beneficiaries nationwide in lieu ofthe P600 monthly rice cash allowance. Agriculture secretary William Dar saidNFA will speed up the “turnaround” of palay-ricestocks by up to four times, which will create a multiplier effect. “When the RTL was being finalized, that season binagsak na nila ang presyong palay. Paano mo ma-a-attribute saRTL ‘yan?” Dar said. An unprofitable low price of ricewould mean losses to farmers as they won’t be able to recover their expenses inproducing the staple.
